Key Benefits- The efforts of independent RC&D councils will be strengthened to emphasize local needs such that a collective benefit of orderly development and conservation prevails.

- Avoidable wastes of human and natural resources will not be promoted publicly and costs to society will become more efficient from avoiding mistakes of ill planned development.
Capabilities- Promoting unified education materials
- CARC&DC promotes and encourages unified delivery of educational programs and material to provide greater recognition and impact with it's member councils, local and regional development organizations and planners.
- CARC&DC promotes sharing of ideas
- Sharing of successes and failures of individual councils has improved effectiveness of overall programs and delivery for all councils.
- Bi-Annual forums promote information exchange
- CARC&DC meetings, generally held twice each year promote exchange of ideas and linkage to issues outside of individual council areas.
